Die cut letters
Step 1: Begin by making paper rosettes using 1-inch by 12-inch paper strips. Fold the paper accordion style every half an inch; use a scoring board to make this step easy to do and spaced evenly. Once the paper has been folded hot glue the ends together then apply glue to the center to create a rosette.
Step 2: Die cut or punch a circle to cover the rosettes center.
Step 3: Glue die cut letters on top of the circle then hot glue the rosette onto the pennant.
Step 4: Glue ribbon to the top of the pennant banners to hold them together then tie a bow on each end.
