Here’s a sparkly craft to help you ring in the New Year right. Buy a pack of cheap paper hats at the dollar store and glitter them up for your New Year’s Eve party.
I love the texture and shine of tinsel glitter, but you can use any kind of glitter you’d like for this project.

You could also replace the elastic band with ribbon if you want to get extra fancy. You guests will have a blast wearing these hats as they countdown to 2013 - no matter how old they may be!
Supplies:
Paper Party Hat
Gold Martha Stewart Tinsel Glitter
Mod Podge Clear Acrylic Sealer
Martha Stewart Punch Edge Stars
Black Number Stickers
Hot Glue
Pencil
Directions:

Step 1: Brush a thin layer of Mod Podge over the paper party hat in little strips and glitter. Continue until the entire hat is covered in gold tinsel glitter.
Step 2: Spray the glittered hat with Mod Podge clear acrylic sealer to help seal the glitter to the hat.
Step 3: Cut 2 – 12 x 1.5 inch strips of polka dot black paper. Punch the edges using a decorative star punch.
Step 4: Fold the 2 strips, accordion style, and attach together in a circle. Push the circle together to form an accordion and add a glob of hot glue in the center. Hold until the glue dries.
Step 5: Punch a 2 inch gold circle out and attach 2013 sticker numbers to the circle. If you don’t have sticker numbers, you could always cut your own out of black cardstock. Attach the gold circle to the center of the polka dot accordion. Glue the accordion to the front of the party hat.
Step 6: Cut a black pipe cleaner into fourths and twirl each piece around a pencil. Glue the pieces to the top of the hat.
