Treat-filled cellophane bags get the nautical look when they're tied up with a bit of thin rope and then topped with some hot pink paper embellished with a band of blue and white stripes.

Hot pink cardstock
Blue and white striped scrapbook paper
Stamp or sticker for your message
Oval punch
Adhesive
Jute twine

Directions
Step 1: Cut the pink paper into 4 X 8 1/2 inch pieces
Step 2: Score the paper across the length at 1-inch, 4 1/4, and 7 1/2 inches.

Step 3: Fold the paper on the 4 1/4 inch scored line and slip the oval punch in halfway and punch out the center.

Step 4: Adhere the blue and white striped band to the front of the container - just above the fold line at the bottom.

Step 5: Fold the ends of the paper on the scored lines and adhere together. You will have a 3-sided figure.
Step 6: Fill your cellophane bags with treats and slip the bag in the side of the pink sleeve, bringing the top of the bag out of the top of the sleeve. Tie the cellophane bag closed with the jute, and trim the top of the bag.
